Highlights
  • Buyer paid ₹65 lakh for a commercial site in 2010
  • Paper possession in 2014 without roads or drainage
  • PUDA and Omaxe to pay interest from July 2014
  • Authority recommends API-based approvals, project insurance and digitised land records

In an order dated 30 January 2026, Punjab RERA held the Patiala Urban Planning and Development Authority and Omaxe jointly liable for delay in a PDA-Omaxe City project in Patiala.

The buyer bought a commercial site in 2010 for ₹65 lakh and received only paper possession in 2014, without developed roads, drainage or basic amenities. The Authority directed both parties to pay interest on the full amount from July 2014.

The order observed a 'mushroom growth' of commercial and residential projects along main roads and highways, and said this points to gaps in regional planning. It recommended an API-based approval system, mandatory project insurance and digitised land records.

Why it matters in the Tricity

The order rejects the argument that non-registration or a dispute between promoters protects a developer from accountability, which is relevant to buyers in older projects around Mohali.
