- Leasehold to freehold conversion: 35 days

- Clock starts only when a complete application is filed
The Chandigarh Administration has notified time limits for 90 more public services under the Punjab Right to Service Act as extended to the Union Territory, including several Estate Office services that matter to property owners, The Tribune reported on 3 April 2026.
Estate Office time limits
| Service (uncontested cases) | Time limit |
|---|---|
| Leasehold to freehold conversion | 35 days |
| NOC for sale, gift or transfer of lease rights | 50 days |
| Change of ownership on a sale deed, gift deed or transfer of lease rights | 30 days |
| Transfer on death, Will, court decree or family settlement (public notice needed) | 40 days |
| Change of ownership on those grounds after public notice | 20 days |
| No Dues Certificate, after dues are paid | 15 days |
| Change of partners in a firm, after public notice | 20 days |
| Shop-cum-flat (SCF) to shop-cum-office (SCO) conversion | 30 days |
The time limits begin only when a complete application, with all required documents, has been submitted. Each department head or designated officer is responsible for compliance, and the notification names first and second appellate authorities for delays.
What owners should do
Keep proof of the date your complete application was received. If the deadline passes, the Right to Service framework lets you appeal to the designated appellate authority. Check the Estate Office's current checklist before applying, since an incomplete file does not start the clock.
