  • Punjab and Haryana High Court division bench led by Chief Justice Sheel Nagu
  • 193 unauthorised constructions surveyed, including 28 in Siswan
  • Forest Department had reported 182 defaulters
  • Action initiated under the 1995 planning Act and the 1952 Periphery Control Act

The Greater Mohali Area Development Authority (GMADA) has told the Punjab and Haryana High Court that its regulatory branch has surveyed 193 unauthorised constructions across Mohali district, The Tribune reported on 10 February 2026.

The case

The matter concerns illegal construction in Siswan and surrounding areas on land de-listed from the Punjab Land Preservation Act (PLPA), which protects forest land. It is being heard by a division bench of Chief Justice Sheel Nagu and Justice Neerja Kulwant Kalson.

In a January 8 order, the court had flagged a gap between figures from different departments and asked GMADA for a district-wide reply. The Forest Department's affidavit had listed 182 defaulters.

GMADA's report

  • GMADA's action-taken report, dated 5 February, lists 193 unauthorised constructions, including 28 previously reported from Siswan village.
  • Action has been initiated under the Punjab Regional and Town Planning and Development Act, 1995, and the Punjab New Capital (Periphery) Control Act, 1952.
  • The survey of unauthorised construction on de-listed forest land in SAS Nagar was to continue until 31 March.

The court had earlier noted that 169.22 hectares had been de-listed from the PLPA.

For buyers in the periphery

Farmhouses and plots in the Siswan and Shivalik foothills belt are often sold on the promise of open land near the city. Before buying, check whether the land is or was under the PLPA, whether construction there needs permission under the Periphery Control Act, and whether any approval has actually been granted.
