Highlights
  • Three agencies share civic work: MC Panchkula, HSVP and PMDA
  • PMDA handles sector-dividing roads in Sectors 1 to 21 and Panchkula Extension
  • Construction and demolition waste assigned to the MC
  • Residents ask for a single grievance platform

Residents of Panchkula say civic complaints are being passed between the Municipal Corporation (MC), Haryana Shehri Vikas Pradhikaran (HSVP) and the Panchkula Metropolitan Development Authority (PMDA) without being fixed, The Tribune reported on 13 February 2026.

An example

Mohit Gupta of the civic group Solution Box described a complaint filed on the Mhari Sadak app on 13 December 2025. The MC closed it as a PMDA matter; the PMDA sent it back to the MC and HSVP; HSVP said it was an MC matter.

The jurisdiction list

To settle such disputes, the Deputy Commissioner's office has issued a detailed list. Under it:

  • the PMDA maintains sector-dividing roads in Sectors 1 to 21 and Panchkula Extension;
  • internal roads, storm-water lines and sanitation are split among the three agencies sector by sector;
  • construction and demolition waste is the MC's responsibility;
  • Industrial Area Phase I and II fall under HSIIDC.

SDM Chanderkant Kataria said the list is meant for reference. Residents welcomed it but asked the administration to create a single nodal authority or an integrated grievance platform.

Why it matters to property owners

Upkeep of roads, drains and streetlights affects day-to-day life and resale value in a sector. Before filing a complaint, check the list to see which agency is responsible for your sector, and keep the complaint number so you can escalate.
