GMADA withdraws concessions on Sector 62 food court site; allottee faces ₹76-crore demand
GMADA has approved withdrawing the payment concessions given to Remigate Build Estates for a 1.13-acre food court site in Sector 62, Mohali. The case is also under an Enforcement Directorate probe.

- GMADA, headed by Chief Secretary KAP Sinha, approved the withdrawal on 2 November 2026
- Site is a 1.13-acre food court plot in Sector 62, Mohali
- Allottee Remigate Build Estates (India) Pvt Ltd now faces a ₹76.05-crore demand
- Concessions had earlier been approved at GMADA's 37th and 40th meetings
- Enforcement Directorate is probing the matter
The Greater Mohali Area Development Authority (GMADA) has approved withdrawing the concessions it gave to the allottee of a 1.13-acre food court site in Sector 62, Mohali, The Tribune reported on 2 November 2026.
The authority, headed by Chief Secretary KAP Sinha, approved the decision of Principal Secretary, Housing and Urban Development, Vikas Garg. With the concessional payment schedule withdrawn, the allottee, Remigate Build Estates (India) Pvt Ltd, faces a demand of ₹76.05 crore from GMADA, according to the report.
How the case got here
The allottee had sought to reschedule its dues, extend the construction period to five years and get interest, penal interest and the non-construction fee waived.
According to The Tribune:
- 12 December 2025: The Estate Officer (Housing) passed an order granting a concessional payment schedule. The company challenged it in the Punjab and Haryana High Court, which gave it liberty to approach the Appellate Authority.
- 5 February 2026: The Additional Chief Administrator, acting as Appellate Authority, passed an order in the company's favour, subject to GMADA's approval.
- 15 October 2026: The Principal Secretary, acting as revisional authority, rescinded that order and reversed the Estate Officer's order. He rejected the company's demands and dismissed its revision petition as time-barred and without merit.
- 2 November 2026: Because the earlier concessions had been approved at GMADA's 37th and 40th meetings, their withdrawal was also placed before the authority, which approved it.
The ED probe
The report says the Enforcement Directorate (ED) is probing the matter. The agency has questioned Additional Chief Administrator Amrinder Singh Malhi, former Estate Officer Hardeep Singh, Chief Engineer Ajay Garg and other officials who dealt with the case, and sources told the paper more officers are likely to be summoned.
A senior government functionary quoted by the paper said a "partially feasible" report by GMADA's Chief Engineer, which formed the basis for the relief, contradicted an earlier assessment that the site was feasible and did not warrant any special benefit. The Tribune did not carry a response from Remigate. The company may still challenge the decision.
Why it matters
Sector 62 is one of Mohali's most valuable commercial pockets; a 27.78-acre plot there sold for ₹1,742 crore in August. The decision signals that GMADA is willing to reverse relief already granted to an allottee when it is found to be unjustified. Bidders in GMADA e-auctions should plan on paying to the original schedule rather than counting on later rescheduling.
