Haryana Shehri Vikas Pradhikaran (HSVP) has identified 130 plots in Panchkula whose allottees have yet to clear enhancement charge dues. They have until 31 December 2026 to settle under the state's Vivadon Se Samadhan Yojana 2026, PropNewsTime reported.

What enhancement charges are

Enhancement charges are extra amounts recovered from plot allottees when courts raise the compensation payable to the original owners of land acquired for urban development. Many of these disputes are decades old.

The numbers

According to the report, HSVP first identified 147 Panchkula plots. Five allottees have since used the scheme and 12 plots were removed from the list for various reasons, leaving 130. They include residential plots, group housing societies, institutional sites and industrial plots.

The scheme offers a 40% concession on enhancement charges. The state government extended the deadline from 30 September to 31 December 2026. Statewide, the government has said about 4,414 allottees across 103 sectors are eligible, with relief of more than ₹724 crore. That figure covers all of Haryana, not only Panchkula.

How to apply

HSVP has put the process online. Allottees can log in to the HSVP portal with their Plot ID and password, see the details for their plot, check the rebate that applies and apply.

Objections and warnings

Krishan Jindal, president of the Sector 20 Residents' Welfare Association, told the publication that residents still consider the charges high even after the concession. HSVP officials said the calculations follow the applicable rules. Estate Officer Surender Lathe said awareness of the scheme was growing and more applications were expected before the deadline.

HSVP has warned that allottees who do not settle within the deadline may face legal action, including resumption of their plots.

What it means for buyers

If you own, or are about to buy, an older HSVP plot in Panchkula, check whether any enhancement dues are pending against it before 31 December. Unpaid dues stay with the plot and can block a transfer. Ask the seller for an HSVP no-dues certificate before you pay. This is general information, not legal advice.
